We are delighted to welcome Maiki Ilves, PhD, as Partner & Senior Advisor (Statistical Production and Quality), strengthening our expertise in statistical design, methodology, innovation and leadership development.
Independent support for organisations and researchers working with surveys and statistics.
We help clarify complex methodological situations, structure quality work, and define clear priorities — within your existing processes and responsibilities. We work with statistical teams, public bodies, and research groups to make outputs credible, publishable, and defensible. Our expertise covers survey methodology (sampling, weighting, nonresponse, missing data, variance estimation) and the design, evaluation and quality assurance of the whole statistical production process chain.
You might need this if:
multiple quality or methodological issues exist, but priorities are unclear
survey and administrative data are combined, but the integrating methodological framework is unclear
a review or audit has raised concerns, but follow-up is not structured
responsibility for methodological decisions is fragmented
there are many ideas for improvement, but no clear direction
These situations are typically addressed through focused, clearly scoped engagements, tailored to the specific context.
A rapid, independent review of your current or planned data collection: coverage and selection risks, nonresponse and measurement risks, linkage and concept risks in mixed sources, and the minimum viable fixes.
Deliverables: Health Check memo + one-page management summary + reusable quality checklist.
Typical duration: 5–10 working days.
A defensible strategy for unit/item nonresponse and missingness: diagnostics, monitoring indicators, imputation plan aligned with outputs, and sensitivity checks so assumptions are explicit.
Deliverables: risk assessment + monitoring playbook + imputation & sensitivity plan.
Typical duration: 5–12 working days.
An end-to-end production blueprint with explicit quality gates, acceptance criteria, documentation templates, and governance for recurring outputs (monthly/quarterly indicators, admin-stat pipelines, price statistics).
Deliverables: process map + quality gate checklist set + risk register + templates.
Typical duration: 10–25 working days. Can be carried out together with Engagement D or independently.
Over time, methodological, organisational, and process structures often become fragmented, duplicated, or unclear. This engagement provides a structured view of the production system, focusing on how data, processes, and methodological components fit together.
Deliverables: process map + key structural issues + prioritised directions for improvement.
Typical duration: 10–25 working days. Can be carried out together with Engagement C or independently.
Independent support for research teams, researchers, and students who need help turning complex material into clear, coherent, and defensible academic or applied analytical work: Methodological guidance; Coaching through complex research tasks; Quality assurance of logic, consistency, traceability, and documentation; Critical feedback on choices, gaps, and shortcuts; Capacity building to strengthen independent working skills.
Support provided through: consultation meetings (video, phone, or in person); written comments on drafts or plans; brief follow-up notes with suggested next steps.
Typical duration: as required.
We also collaborate with research and consulting organisations as an independent methodological partner. This includes, for example: questionnaire/instrument review (QDET-style), sampling and weighting plans, statistical programming, independent quality assurance for vendor deliverables, and methodology support for price indices for construction and housing.
Most engagements start with a fixed-price package (above). If ongoing support is useful, we can continue on a light retainer (e.g., monthly quality assurance of releases or milestone reviews).
The written output is provided in English, Estonian or Swedish.
